The site is located between the railway bridge and the road bridge crossing the River Usk at Newport. The programme anticipates a proposal that constructs a new layer on the existing medieval fortifications. The proposal will explore the idea of completeness, or rather how isolated or fragmented circumstances can be brought together or conspire to make an architecture that is whole and capable of joining different timescales. The fragment requires context in order to be grounded and coherent. For instance, this might be the final bastion of a river crossing forever clogged by new layers of estuarine mud waiting for a turn of the tide, or even the arrival of the First Great Western Train - the station platform always waiting for its train, with people congregating and then dispersing. The proposal will explore an architecture that is truncated, only becoming whole by assembling the changes of circumstances – an Event.
